  • Steven F. Chapman

    Founder, NSC Structured Settlements

    Steven F. Chapman is the founder of NSC Structured Settlements and a seasoned leader in the structured settlement industry, with experience dating back to 1986. Over the course of his career, Steve has assisted tens of thousands of injured individuals and their attorneys, guiding them through every phase of the settlement process — from demand preparation and negotiation to final settlement and annuity documentation.

    While Steve works with cases of all types and sizes, he dedicates a significant portion of his time to catastrophic injury cases, where his deep expertise truly shines. These complex matters often require a nuanced understanding of government benefits, life care planning, trust arrangements, and international financial considerations. Steve is known for his ability to take on the most challenging cases and deliver solutions that not only protect the long-term interests of injured parties but also allow defendants to fully resolve their exposure with confidence.

    A strong advocate for education, Steve has been a frequent speaker at national conventions, insurance claims offices, and attorney training sessions. He is equally committed to spending time with injured individuals and their families, ensuring they have their questions answered and fully understand every aspect of their settlement.

  • Stefanie V. Plotkin


    Stefanie started out as a Worker’s Compensation Claims Specialist before becoming a Structured Settlement Consultant.  She specializes in complicated work comp settlements involving death benefits and cases incorporating Medicare Set-Asides and Social Security allocations.  She has provided training to numerous insurance companies, Third Party Administrators and law firms on the issue of structured settlements.  She has done several presentations to the California Applicant’s Attorney’s Association on the issues of case evaluations and Medicare Set-Asides. 

    Stefanie graduated from the California State University Los Angeles with a Bachelor of Science Degree in Marketing and received her Certified Structured Settlement Consultant designation from the University of Notre Dame.

  • Gregg M. Chapman

    Esq.

    Gregg joined the Culver City office of NSC in 2009.  Prior to joining NSC , he spent the previous eight years as Legal Counsel and Director of National Accounts for two of the largest Medicare Set-Aside (MSA) vendors in the country.  

    His responsibilities include designing and presenting structured settlement demands and/or offers, preparing quotes, performing file reviews and interacting with attorneys, examiners, the court and applicants.  Additionally, he attends settlement conferences, mediations, arbitrations and other proceedings designed to resolve cases.  Gregg analyzes MSA allocations, life care plans, non-Medicare medical expenses and vocational rehabilitation reports for valuation of future medical needs, as well as handles all necessary functions in finalizing settlement documents.  Gregg is a frequent speaker at local and national seminars on the use of settlement annuities in claims resolution and MSAs.  

    Gregg received a Juris Doctorate from Loyola Law School, and is a member of the State Bar of California. He graduated from UCLA with a Bachelor of Arts degree in economics.
